Kenya Awards Digital Services Export Strategy Contract Under Digital Economy Acceleration Project

Introduction

Kenya has taken another major step in strengthening its digital economy after awarding a key consultancy contract under the Kenya Digital Economy Acceleration Project (KDEAP). The contract, focused on the development of a Digital Services Export Strategy, has been awarded to Sigmund Peak International Limited, a Nairobi-based firm, following a competitive international procurement process. The award was officially notified on 5 January 2026 and published on 8 January 2026.

Contract Details

The contract falls under Project ID P170941, financed through IDA Credit No. 72890, and was procured using the Quality and Cost-Based Selection (QCBS) method.

  • Contract value = KES 50.46 million

  • Duration = 9 months

  • Scope = Development of a national Digital Services Export Strategy to position Kenya as a regional and global digital services hub

  • Procuring entity = ICT Authority of Kenya (ICTA)

Entities Involved

The winning bidder, Sigmund Peak International Limited, is headquartered in Nairobi and is wholly Kenyan-owned, with beneficial ownership held by Kennedy Nyambega Ombuki and Charles Momanyi, each controlling at least 25% of shares or voting rights.

Other evaluated bidders included GFA Consulting Group GmbH (Germany) and Advantech Consulting Limited (Kenya). Firms from the United Kingdom and the United Arab Emirates were disqualified due to non-responsiveness and late submission, respectively.

Significance of the Contract

This awarded tender is strategically important for Kenya’s digital transformation agenda. The Digital Services Export Strategy is expected to guide policy, attract foreign investment, enhance skills development, and expand Kenya’s footprint in global digital trade, including IT-enabled services, outsourcing, and innovation-led exports. The project aligns with national goals under the Digital Economy Blueprint and Vision 2030.

Conclusion

With the contract now awarded, implementation activities are expected to commence promptly, setting the stage for policy recommendations, stakeholder consultations, and actionable roadmaps. The initiative reinforces Kenya’s position as a leading digital economy in East Africa and highlights the growing role of government contracts and procurement news in shaping the country’s innovation-driven growth.
