Description:
The Government of Kenya-s Financing Locally-Led ClimateAction (FLLoCA) program works to empower local communities and institutions toimplement climate resilience projects by providing them with direct access toclimate finance and decision-making power. FLLoCA strengthens county-levelinstitutions, supports community-led initiatives like flood protection and landrestoration, increases access to green technologies, and fosters greatertransparency and accountability in climate action across Kenya. FLLoCA deepens community participation and citizenengagement below the county level to reach wards and villages. Persons withdisabilities are disproportionately affected by the impacts of climate changeyet they are often overlooked in climate decision-making. As a result, theirneeds are marginalized in climate investments, while their vulnerability toclimate risks is often exacerbated by other social exclusion factors. Kenya-snational legal framework on climate change mitigation and adaptation aims toreduce vulnerability to climate change and increase resilience for vulnerablegroups, including persons with disabilities. However, the frameworks, includingthe Environmental Management and Coordination Act 1999, the Climate ChangeAction Plan 2018-2022, and the Climate Change Act 2016, have no specificprovisions for persons with disabilities. Climate action activities must employ participatorymethodologies to address existential threats that affect persons withdisabilities. The World Bank is supporting FLLoCA to build stakeholderknowledge and capacity to design and implement disability-inclusive climateactions in communities. The World Bank is hiring a firm to facilitate technicalassistance and capacity building to accelerate the adoption of participatorydisability-inclusive climate action plans
