  • Tenders are invited for Assessing Capacity and Readiness for Municipal Spatial Data Infrastructure (MSDI) The world continues to move forward on a steady urbanization trajectory; with two thirds of the global population expected to live in urban areas by 2050. Much of this growth will be in developing countries. The World Cities Report 2022 forecasts much higher absolute and relative city population growth in low-income countries than in higher income countries; with urban populations expected to exceed 700 million by 2070; having grown fourfold from 1975 to about 300 million in 2020. Lower-middle income countries- urban populations are expected to increase by 20 per cent by 2070; with projected urban land expansion of 44 percent over the same period; while low-income countries are estimated to expand by 76 percent in the same period; with land expansion of 144 per cent. Currently; most developing countries; including Kenya; lack institutional; technical and financial capacity to carry out data driven planning to create resilient; low carbon and inclusive cities. Cities face mounting pressures from increased demands on land for different types of land use. When accompanied by a lack of evidence-based planning and enforcement capacity; these development pressures often result in sprawling; inefficient urban agglomerations where people are disconnected from jobs; infrastructure and basic services. Unmanaged urban expansion not only leads to negative externalities such as traffic congestion that is associated with increased greenhouse gas emissions; but also poor waste management that further contributes to emissions and marine plastic pollution (especially in coastal or riverine cities). Faced with mounting financial constraints and the need to do more with less; it is imperative that municipal governments be empowered to leverage data and technologies for effective urban management and service delivery. The Kenya national urban planning policy and legislation requires cities to prepare GIS based spatial plans. However; assessments indicate that most cities lack the capacity for GIS-data driven planning and service delivery. This is characterized by the lack of or outdated geospatial data; limited personnel with geospatial data competency; lack of GIS systems and networks and where they exist; they are dysfunctional owing to outdated software; lack of maintenance budget or lack of skilled staff to operationalize them. As such a World Bank City Planning Labs (CPL) grant will support the implementation of the Second Kenya Urban Support Program (KUSP2)[2] with the aim to build the capacity of the State Department of Housing and Urban Development and three select cities participating in KUSP2; to develop and use geospatial data to inform urban planning and management. Experiences in the selected cities will provide the basis for continued technical and capacity building support required for creating and using geospatial data systems for urban planning and management under the Program.The World Bank Global City Planning Labs (CPL) aims to address existing gaps and support cities and ultimately; countries; to transform by using a data-driven approach to urban planning and service delivery. CPL builds on previously successful city pilots on the establishment of Municipal Spatial Data Infrastructure; or MSDI in short. The MSDI approach focuses on the critical foundational data that cities need; enabling cities to use β€˜data as infrastructure-. The approach is operationalized under a four-pillar framework (Institutional Arrangements; People; Data; and Systems) that supports cities in establishing a robust data ecosystem. CPL's ecosystem approach leverages data through a range of tools and processes to support city managers/leaders in making quicker; better; tech-enabled decisions. More broadly; it aims at facilitating the work with city partners to: 1. Assess the maturity of the city-s data ecosystem and geospatial data infrastructure with rapid municipal assessments. 2. Identify opportunities for short; medium; and long-term actions to establish a fully functioning data ecosystem and geospatial capabilities across city agencies. 3. Support the development of a roadmap with a clear action plan for implementation of the opportunities. 4. Provide hands-on support for the implementation of one-stop-shop data platforms and enabling systems.5. Access to agile; digital Urban Planning Tools for evidence driven decision-making; including training
