About the Project The Building Rural Incomes through Digital, Gender-Equitable SACCOsand FPOs (BRIDGES) Project is a joint initiative by CGAP, the World Bank andDalberg - financed by the Gates Foundation - that seeks to develop a digital,gender-equitable SACCO and FPO network in Kenya that drives private sectorinvestment in the agricultural sector and supports increased productivity andincomes of rural women participating in NAVCDP and FSRP agricultural valuechain transformation programs. Over the past 3 years, BRIDGES has successfully tested and demonstrated digitizationand automation models for SACCOs and FPOs, identified local technologysolutions to support those models, and developed tools to help SACCOs improvetheir services for rural women. The project developed tools to support capacitybuilding and effective operation of SACCOs, a basic offering of financialservices targeting women farmers, and a coordinated dialogue between governmentagencies implementing and rolling out these solutions. As a result, BRIDGESsuccessfully expanded access to financial services for rural women in Kenya,reaching nearly 290,000 SACCO members and 300,000 FPO members. It also advanceddigitization and governance reforms across these institutions, resulting inmore transparent and efficient service delivery. However, thesegains were constrained by persistent infrastructure challenges—such asunreliable electricity and the internet—and capacity constraints—such asbookkeeper, treasurer and management skills. Moreover, while digital datamanagement systems were developed, their institutional uptake has continued toremain limited. And many SACCOs that were created under NAVCDP and FSRP remainsmall, with minimal success in mobilizing members, savings, and issuing loans.Going forward, sustaining project SACCOs and FPOs and achieving projectobjectives will require three things: (i) identification of SACCOs and FPOs that meet minimum requirementsto adopt a digital operating system and maintain i...
