Consultancy to support 13 Kenyan counties with upstream planning, development of Climate-Smart Capital Investment Plans integrated in CIDPs, and preparation of PPP-ready project pipelines across key infrastructure sectors (water, WASH, energy, solid waste, mobility, housing), combined with county fiscal diagnostics, design and piloting of innovative revenue instruments (land value capture, municipal bonds, asset monetization), and structured capacity building and toolkits to institutionalize climate-resilient, fiscally sustainable infrastructure investment and financing solutions.
