  • Tenders are invited for Consultancy for Diaspora Research Specialist for DEMAC (Diaspora Emergency Action and Coordination) Closing Date: 31 Jul 2023 Type: Consultancy Purpose of the consultancy The Danish Refugee Council (DRC) seeks 5 months dedicated, full-time technical support on diaspora qualitative and quantitative research and mapping from a consultant with minimum 7 years- experience within the humanitarian or NGO field with a focus on diaspora and/or local civil society actors, including demonstrable experience delivering timely, high-quality technical support to teams implementing complex multisector initiatives. The consultant will conduct qualitative and quantitative mapping, real-time reviews and provide technical MEAL guidance, advice for DEMAC teams. The consultant will work under the supervision of DRC-s head of diaspora unit, collaborating closely with the DEMAC and Civil Society Engagement Unit teams. Geographical focus, duration & outputs The purpose of this consultancy is to lead diaspora qualitative and quantitative research, mapping, real-time reviews and MEAL support. The technical services are to be provided for a duration of 5 months from August 2023 to January 2024, on a 100% dedicated, full-time basis (37,5 work hours per week). The consultant may be home based but will be required to travel to DRC HQ in Copenhagen, the options for which can be discussed. The specific deliverables include the following: Two rapid mappings of diaspora humanitarian responses in two new contexts. Prepare and lead data collection for two DEMAC real-time reviews in understanding strengths, gaps, and opportunities for DEMAC engagement and support to diaspora's emergency responses in two new contexts. One information management system for compiling, storing and structuring DEMAC data and qualitative information. MEAL tools and methodologies tailored for DEMAC operational activities. Collaborative development/input to min. four concept notes and proposals Six learning products (can include snapshots, articles, case studies, learning notes), for internal and/or external dissemination. Scope of work Over the course of 5 months from August 21st, 2023, to January 12th, 2024, the consultant will as a minimum undertake the following: Conduct and produce two rapid mappings of diaspora humanitarian responses in two new contexts. Lead the production of at least two DEMAC real-time reviews in understanding strengths, gaps, and opportunities for DEMAC engagement and support to diaspora's emergency responses in two new contexts. Hire, monitor, and supervise data collectors or consultants when needed (follow up on deadlines, review of deliverables provided). Ensure data collection is undertaken in a qualitative and timely manner. Cross check the accuracy of data with the consultants. Ensure that data analysis and report write up and dissemination is completed in a qualitative and timely manner and that reports are shared with relevant stakeholders. Set up information management tools and system for compiling, storing and structuring DEMAC data and qualitative information (ex: DEEP platform). Develop appropriate MEAL tools and methodologies for DEMAC. Collaborative development/input to min four concept notes and proposals for DEMAC. Develop and disseminate minimum six learning products (can include snapshots, articles, case studies, learning notes), for internal and/or external dissemination. Deliverables & Timeline The Consultant will submit the below listed deliverables over the course of consultancy: 2 diaspora mapping completed Description: Based on DEMAC methodology conduct and produce three rapid mappings of diaspora humanitarian responses in three new contexts. Associated payment: 20% 2 RTR Completed Description: Conduct and produce at least two DEMAC real-time reviews in understanding strengths, gaps, and opportunities for DEMAC engagement and support to diaspora's emergency responses in two new contexts. Associated payment: 20% MEAL tools & methodologies Description: Develop appropriate MEAL tools and methodologies for DEMAC activities. Associated payment: 10% Information management tool Description: Set up information management tools and system for compiling, storing and structuring DEMAC data and qualitative information. Associated payment: 10% Strategic development & fundraising support Description: Input & advice provided on min 4 concept notes/proposals - Timing and focus based on target country & funding cycles Associated payment: 20% Learning products Description: Collect, synthesize and disseminate DEMAC learning and evidence on diaspora humanitarian responses (snapshots, articles, case studies and/or learning notes), in the form of min. 6 learning products. Associated payment: 20% Duration and payment The total duration is five months, from August 21st, 2023 to January 12th, 2024. The consultant may be home based but will be required to travel to DRC HQ in Copenhagen, the options for which can be discussed. Eligibility, qualification, and experience required The consultant should have a minimum of 7 years- experience in progressively more senior roles within the humanitarian and civil society sector. This should include a minimum of 2 years delivering qualitative and quantitative research within the humanitarian or NGO field with a focus on diaspora organizations and/or local civil society actors. Required A minimum of 7 years of Research and/or MEAL experience within the humanitarian or NGO field with a focus on diaspora and/or local civil society actors. Master-s or doctorate degree in a relevant discipline. Experience in data collection, analysis using different software e.g. Excel, SPSS. Proven ability to create and utilize qualitative and quantitative research or M&E methods and analyses in organizational planning and to write research reports for publication. Experience conducting participatory assessments and research with a variety of civil society actors in a range of contexts. Demonstrated competence to assess priorities, and concurrently manage a variety of activities effectively to meet short deadlines with attention to detail and quality. Good collaboration and communication skills and ability to build good working relations with people from different cultural backgrounds. Excellent written and spoken English. Desirable Experience with USAID, IOM and DANIDA grants is an added value. Experience with participatory project design with communities Professional competencies in an additional relevant language such as Arabic, Somali, Dari, Pashto, Ukrainian or Spanish is an added value. Location and support The consultant may be home based but will be required to travel to DRC HQ in Copenhagen, the options for which can be discussed. For travel to DRC HQ in Copenhagen, the Consultant is expected to arrange transportation, accommodation, insurance, food and to make adequate provision in the Financial Proposal.
