  • Tenders are invited for Consultancy - Quality Improvement Advisory Support to RCHIS. Closing date: 19 Jun 2021 Context The IFRC aims to meet health needs in emergencies as rapidly and effectively as possible by mobilising its resources across its network in a coordinated manner. The IFRC has developed a Quality Assurance Framework for Clinical Care which will serve as a basis for ongoing and future quality assurance work. The IFRC has undertaken a coordinating role in the verification of the medical ERU teams of the Membership. The verification and quality assurance is based on The Principles and Rules for Humanitarian Assistance in the Red Cross and Red Crescent Movement, Core Standards for Emergency Medical Teams (The WHO Blue Book), and the IFRC Clinical Care Quality Framework. Alignment to the IFRC-s objectives and strategy : IFRC-s Strategy 2030 Goals 1 and 2, Global Challenge 3, Transformations 1, 3, 4 and 6. Desired outcomes This consultancy aims to support the IFRC-s commitments and vision for improved and quality-assured clinical care provided by the IFRC and its Membership. It advances the IFRC-s agenda of standardisation and verification of global emergency medical response capacities. The objectives will be achieved through three interrelated work streams: ยท Medical ERU classification and verification ยท Quality Framework, policy and statutory meetings ยท Red Cross Red Crescent Health Information System The consultant will: ยท Contribute to the design and implementation of an internal verification process for IFRC-s medical assets: creation and curation of online sharing platform for clinical ERU documents; ยท In collaboration with PNS health staff, review existing records and guidelines to identify gaps and prioritise needs; ยท Provide mentorship to existing and developing clinical ERUs to meet EMT minimum standards; ยท Contribute to ERU classification task teams, each with the mandate to share and standardise SOPs, guidelines and equipment lists and supporting documents; ยท Act as a central resource for verification processes and visits in collaboration with IFRC Emergency Health, Surge and WHO EMT secretariat; ยท Act as an intermediary for ERU PNS/IFRC and EMT secretariat for the mentorship and classification of ERUs; ยท Under the supervision of the IFRC Emergency Health Unit, participate in EMT TWGs as an IFRC representative; ยท Contribute to the completion of the quality assurance framework for clinical care; ยท Contribute to IFRC-s statutory processes focusing on the technical content in the related statutory documents; ยท Provide technical advisory in the development of RCHIS; ยท Contribute to change management and integration of RCHIS into clinical ERUs; ยท Cocreate a work plan for the deliverables of this consultancy and provide the IFRC with regular progress reports. Required skills and competencies (consultant or company) o Quality Improvement training and professional background o Demonstrated experience in the field of healthcare improvement and large-scale change management o Demonstrated knowledge of the Red Cross Red Crescent Movement; prior working experience with the IFRC and the Membership o Clinical health profession and knowledge of the ERU system of the IFRC o Working knowledge of the IFRC-s statutory processes o Outstanding teamwork and communication (oral and written) skills o Ability to work on Microsoft Teams, Excel, Powerpoint; experience using android tablets an asset Location Remote Support to be provided to the consultant(s) Support will include: ยท IFRC personnel available for discussions and briefings; access to all existing documents; guidance and support for strategic vision and critical challenges ยท Direct management line: Team Leader, Emergency Health Unit, IFRC Health and Care Department Work schedule and payment of fees Payment to be made upon completion of tasks and presenting an invoice to IFRC by the consultant(s). Contract duration: July 1st, 2021 - May 31st, 2022. Up to 60 working days. Rate: To be determined based on experience.
