• Tenders are invited for Consultancy Services for Undertaking Base Line Time and Traffic Surveys and End-line Results Measurement. Tmea/Fw/Ibm/2022/Lot 11 - Appointment to a Framework Agreement - Consultancy Services for Undertaking Base Line Time and Traffic Surveys and Endline Results Measurement Scope of work The following is a non-exhaustive list of the responsibilities of the consultant: a. TIME SURVEY i) Scope of the Survey The survey will trace and track time for trucks (fuel tankers and trailers), by licence plate-number, that cross the borders. It will involve analysing the average time it takes the trucks to queue (from joining the queue to entering the Customs gate/area) and the time it takes for Customs processing (from entering Customs area/gate located in country X to exiting the Customs area/gate in country Y) using the 24 hour clock. More specifically, the survey will seek to analyse:- 1. The average number of trucks queuing. 2. The estimated average time the trucks remain queuing from joining the beginning of the queue to entering the Customs area/gate. 3. The estimated average time it takes for trucks to enter the Customs area/gate in country X and depart from Customs area/ gate in country Y after completion of Customs processes and procedures. ii) Methodology The manual queue time count for each border crossing will be done over a period of 7 days, 24 hours typically on a non-holiday week. The data count will be carried out at point A (beginning outbound queue), point B (entrance Customs area country X) point C (exit Customs area country Y) point D (beginning inbound queue in country Y). b. TRAFFIC SURVEY i) Objectives and Scope of the Survey The purpose of the traffic survey is to determine current traffic flow across the borders. The survey will seek to capture data on border traffic volumes and composition by types of goods (containers, petroleum products) as well as passenger and vehicular traffic (buses and passenger cars) and obtain information on origin/destination of all commercial traffic (goods and passengers). The survey shall seek to determine the current traffic flow and traffic counts of the border crossing, which would include:- • Day time traffic by category of vehicles; • Average traffic by category of vehicles; • Night traffic by category of vehicles; • Average Daily Traffic (by category) • Total Volume of traffic for the survey week • Origin/Destinations for the selected commercial traffic Coaches, Coasters and all truck categories). ii) Methodology Manual classified traffic counts and origin/destination interviews will be conducted at the border crossing over a period of 7 days, 12 hours typically on a non-holiday week. Night counts shall be carried out in order to obtain 24 hour counts. The night counts shall be performed on one week night and one weekend night. Key to note: 1. The data count for outbound commercial trucks will be carried out at point A (start of queue). 2. The data count for outbound passenger vehicles will be carried out at point B (entrance Customs area country X) 3. The data count for inbound passenger vehicles will be carried out at point C (entrance Customs area country Y) 4. The data count for inbound commercial trucks will be carried out at point D (start of queue in country Y) The submissions must be submitted through email to frameworks@trademarkea.com on or before 29 April 2022 by 12.00 p.m. East African Time.
