  • Tenders are invited for Consultant - Development of SOPs on Coordinated Border Management. Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. IOM Kenya is implementing Project β€œEnhancing Security through Improved Border and Immigration Management II” funded by the Global Affairs Canada (01 October 2020 -30 June 2023). The overall objective of the project is to contribute to increased resilience on Kenya-Somalia border to transnational threats involving cross-border criminal and terrorist activities, including with respect to vulnerable groups like women and girls. Kenya have made significant strides towards management of its borders in coordinated manner through Security Laws (Amendment) Act of 2014 section 75 that established the Border Control and Operations Coordination Committee (BCOCC) and empowered it to establish sub-committees for effective execution of its mandate thus Border Management Committees (BMCs) were established at all gazetted points of entry and exit (PoEs). In July 2021, the Government of Kenya launched the β€˜Kenya Coordination Border Management Programme (KCMBP) which includes a specialized curriculum that aims to enhance the whole-of-Government approach between Ministries, Departments and Agencies (MDAs) working in Kenya-s PoEs, which include land, air and maritime borders. However, there are no clear Standard Operating Procedures guiding the coordination at PoEs especially at occasion of transfers and handover of responsibilities to incoming officers and new officers and recruits, this is despite efforts made by the Border Management Secretariat (BMS), of coordinating different border management committees. Whereas well-managed and coordinated borders may have a substantial positive impact for the development, mismanaged or unmanaged borders can have serious negative consequences for States- and migrants- welfare, including potential destabilizing effect on national and regional security. Although borders when well managed are sources of prosperity and growth, the borders can also pose national security threats and poorly managed borders can lead to loss of revenue and infiltration of crimes including Trafficking in Person (TiP) and Smuggling of Migrants (SoM), terrorism and other transnational organized crimes. IOM Kenya envision to support the government to come up with standards operating procedures for coordinated management of its borders so that the country can reap full benefit of well managed borders and enhanced seamless coordination. A variety of challenges facing states ranging from rise in transnational crime, COVID-19 pandemic, and as well as opportunities including tourism, trade call for a coordinated and cohesive approach to managing borders. This requires multiple government departments and law enforcement agencies working closely together not only at the central level but also at the border crossing points (BCPs). However, some challenges are faced in implementation and operationalization of the coordinate border management programme at the border crossing points which may lead to border management actors working in silos. IOM with support of the Government of Canada and in close cooperation with the Border Management Secretariate has established a technical working group (TWG) consisting of Government of Kenya officials from various departments and agencies
