• Expression of Interest are invited for Cross Border Trade Senior Expert under the East Africa Economic Recovery and Reform Activity (Erra) 1.About The East Africa Economic Recovery and Reform Activity (ERRA) Eastern Africa has enjoyed some of the highest growth rates over the last decade. However, there are concerns that growth is neither sustainable nor inclusive, as reflected in persistent levels of poverty and unemployment, particularly among women and youth. In addition, there are structural trade deficits due to imports continuously outstripping exports, over-reliance on a narrow, primarily commodity export base, an uncompetitive private sector handicapped by cartels, corruption, and 'captive states', low productivity, and low levels of Foreign Direct Investment (FDI). COVID-19 has further exacerbated the situation, causing a significant setback in the region's economies resulting from major trade disruptions due to the introduction of lockdown measures. Additionally, the crisis eroded progress in reducing time and costs along key trade corridors, undermining trade competitiveness, and negatively impacting the poor. With the prospect of the pandemic continuing, there is a consensus that Eastern Africa will face a lower growth trajectory, compared to pre-pandemic projections, with the quality and strength of the recovery determined by the quality of reform measures introduced in response to the situation. The USAID funded East Africa Economic Recovery and Reform Activity (ERRA) aims to support transformative economic recovery from the detrimental impacts of COVID-19 and to re-position Eastern Africa back onto a more sustainable, inclusive, and resilient growth trajectory to drive job creation and prosperity. 3 | P a g e To achieve this, TMA will implement locally driven approaches by partnering with the East Africa regional private sector, civil-society, national governments, and Regional Economic Communities to accelerate policy reform and enhance business competitiveness, growth, and job creation, defragment value-chains, and promote gender equality and advancing efforts to counter wildlife trafficking
