• Farmer-Led Irrigation Development (FLID) is increasingly recognized as a key approach to enhancing agricultural productivity, climate resilience, and rural livelihoods. In Kenya, many smallholder farmers are already independently initiating, investing and managing their own irrigation technologies, often without formal support. However, these investments remain inaccessible to the vast majority of low-income farmers, particularly those operating in remote or underserved regions. Broader and more inclusive uptake is hindered by a range of constraints, including affordability of irrigation equipment, limited access to finance, insufficient technical knowledge, weak supply chains, and inadequate support services.In order to design an effective and inclusive national approach to FLID, there is an urgent need for a diagnostic to map the current demand landscape specifically among smallholder farmers and irrigation equipment providers, assess latent irrigation finance demand potential, and identify the specific market frictions preventing scale and inclusion. Such insights must be based on robust, decision-grade evidence that reflects regional variation in agroecological, biophysical, and socio-economic conditions across Kenya.The World Bank teams involved are recruiting a vendor to conduct this assignment, which will deliver those insights through a detailed Market Assessment under the Kenya National Irrigation Sector Investment Plan (NISIP) Support Project. The assessment will inform implementation of the FLID component of the NISIP Support Project, while also contributing to the broader Productive Use of Energy (PUE) agenda that supports parallel investments in agro-processing, cold storage, and other energy-enabled rural enterprises.Insights from the assessment will provide information on the real demand for irrigation equipment in the country, be used in the design of complementary financing instruments under related NISIP operations, including the Results-Based Fina...
