- The World Bank has launched an Advisory Services and Analytics (ASA) program focusing on both supply and demand barriers in the housing sector. At the request of the GoK, a dedicated Rent-to-Own (RTO) workstream has been initiated to support the Affordable Housing Board (AHB) and the National Housing Corporation (NHC) in developing a robust, scalable RTO framework.The RTO initiative aims to expand access to affordable housing for low- and middle-income households—especially those in informal employment who are excluded from traditional financing. It will seek to design a sustainable, market-responsive RTO mechanism aligned with the AHP and designed to crowd in private sector investment and delivery.The workstream will pursue three key objectives: (1) Scale NHC-s existing RTO portfolio; (2) Support effective implementation of the AHP-s rent-to-own product, including developing a framework to support roll out (e.g. consumer protection, standardization etc); and (3) Design a financing and delivery platform attractive to private investors and operators.
