CEFA - European Committee for Training and Agriculture Request for Bids (RFB) Import & Distribution of Date Palm Seedlings and Transplanting Pots for FSSFS project in Puntland Somalia INTERNATIONAL COMPETETIVE BIDDING (ICB) Ref No: FSSFS-CEFA11 Submission Deadline Date: 3rd June 2021 2:00PM EAT INVITATION FOR BIDS (IFB) 03/05/2021 Re: Procurement of Date Palm Seedlings and Transplanting Pots for FSSFS project in Puntland Somalia- FSSFS-CEFA11 1. CEFA - European Committee for Training and Agriculture has received financing from the International Fund for Agricultural Development (IFAD) and the Italian Agency for Cooperation and Development (AICS) for the implementation of the β€œFSSFS-Food Security and Sustainability in Fragile Situations” Project and intends to apply a portion of the proceeds of this grant to eligible payments under this contract. 2. The β€œFood Security and Sustainability in Fragile Situations” - FSSFS is a four-year project that will be carried out in the regions of Bari and Nuugal in Puntland State of Somalia. It includes three main components, as described below: a. Component A: IRRIGATION AND CLIMATE-SMART TECHNOLOGIES DEVELOPMENT i. Support to the sustainable management of the irrigation infrastructures. ii. Construction and Rehabilitation of irrigation infrastructures. iii. Application of climate smart technologies for irrigation infrastructures. b. Component B: SUSTAINABLE AGRICULTURE AND LIVESTOCK DEVELOPMENT B1: SUSTAINABLE AGRICULTURE DEVELOPMENT i. Training farmers on sustainable agriculture practices and techniques, with a specific focus on the palm dates value chain. i. Support in developing a private sector led supply of inputs. ii. Value chain capacity building for private sector traders, businessmen and producers. iii. Establishment of a date processing unit. B2: SUSTAINABLE LIVESTOCK DEVELOPMENT i. Value chain capacity building for private sector traders, businessmen and producers ii. Introduction and adoption of a β€˜Holistic Natural Resources Management- (HNRM) approach for sustainable management of rangelands iii. Increase small ruminant productivity through genetic improvement and feed technology. iv. Capacity building for public (Veterinary Officers) and private (CAHWs - Community Animal Health Workers) and public veterinary service providers on disease control. v. Deployment of a methodology for Livestock Body Condition Scoring and Assessment c. Component C: CAPITALIZATION OF KNOWLEDGE MANAGEMENT i. Promote and strengthen collaboration with agricultural extension service providers and local authorities through short courses, workshops and provision of critical research inputs ii. Capitalization of Knowledge and Documentation of Best Practices 3. CEFA now invites Bids from eligible entities (β€œBidders”) for the provision of Date Palm Seedlings and transplanting Pots in Puntland State of Somalia. The goods and related services, and the contract expected to be awarded, are divided into the following 2 (Two) lots: RFB - FSSFS-CEFA11 3 LOT 1 NΒ° Item Description Unit of Measure Quantity Specifications 1 Tissue Culture Date Palm Seedlings - Majool Variety Pieces 4,000 The date seedlings must be minimum of 8 months old and have a minimum of three strong/mature leaves, which are free from symptoms of insects, disease infestation and nutritional deficiency. Seedlings should be preferably imported through direct flights to Bosaso,Somalia however the bidder can use their convinent mode of transport. 2 Tissue Culture Date Palm Seedlings - Ghanami (Male Trees) Pieces 500 LOT 2 NΒ° Item Description Unit of Measure Quantity Specifications 1 Transplanting Pots Pieces 4,500 Height= 28 cm; Diameter = 18 cm; Material: Plastic More details on these goods are provided in this Bidding Document. 4. This RFB is open to all eligible Bidders who wish to respond. Subject to restrictions noted in the Bidding Document, eligible entities may associate with other Bidders to enhance their capacity to successfully carry out the assignment. 5. Bidding will be conducted using the International Competitive Bidding (ICB) method, the evaluation procedure for which is described in this Bidding Document, in accordance with the IFAD Procurement Handbook which is provided on the IFAD website [https://www.ifad.org/documents/38711624/39421018/proc_handbook_e.pdf/2febc53a-4244-4447- a788-d06a632fd3b5]. The ICB process, as described, will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award. 6. The passwords need to be unknown until the bid opening session. (d) In case a bid is submitted without encryption, it will be rejected by the bid opening committee. (e) The password will be communicated to the evaluation committee during the bid opening session by sending it to the email procurement@cefakenya.com (f) The first fifteen (15) minutes of the bid opening session shall be dedicated to the receipt of passwords. (g) Any password communicated prior to the technical opening session or after the first 15 minutes dedicated to the receipt of passwords, shall result in the rejection of the bid(s) in question. 8. The bid opening will be held on 3 rd June 2:00PM EAT via online conferencing google meet: meet.google.com/ums-zego-ayb. The bid opening session shall take place immediately after the deadline for submission of bids. 9. The bidder must familiarize themselves with local conditions and take them into account in preparing their bids. 10. Please note that the costs of preparing the bid and of negotiating the Contract, including any visit to The Purchaser are not reimbursable as a direct cost of the assignment; and client is not bound to accept any of the bids submitted. 11. There is no price charged for the preparation of these tender documents. 12. Bidders should be aware that late bids will not be accepted under any circumstance and will be returned unopened at the written request and cost of the Bidder. 13.
