Description:
IFC seeks a highly specializedconsulting firm to conduct KKCF-s End-of-Program Strategic Review (SR),covering the period from 2018 when Kakuma as a Marketplace report was producedand the design of KKCF started to December 2025 (the end of Implementationperiod). SR will be guided by the OECDDAC evaluation criteria: relevance, coherence, effectiveness, efficiency,impact, and sustainability. In addition, the SR should explicitly assesscross-cutting themes such as gender and youth inclusion, conflict sensitivity,and adherence to environmental and social standards.KKCF is IFC-s first large-scale,local development initiative in a highly fragile, refugee-hosting area.Accordingly, the overall objective of this assignment is not only to assess theprogram-s results, but also to evaluate KKCF-s additionality, examine itsperceived demonstration effects, and generate practical lessons learned. Theselessons will inform IFC, the World Bank Group, the business community, and thebroader global development community in shaping their understanding of theprivate sector-s role in such contexts.
