Assignment Description The Poverty and Equity Global Practice of the World Bank, in collaboration with UNHCR and UC Berkeley, is seeking to hire a contractor to provide consulting services that comprise the planning and implementation of a large-scale panel survey with refugees and host communities in Kenya as part of the Kenya Analytical Program on Forced Displacement (KAP-FD). The contractor will implement a panel survey to 6,000 refugee and 3,000 host community households over a period of two years, with data collection to start in August 2021. The survey will be implemented in the areas of (i) Kakuma refugee camp, (ii) Kalobeyei integrated settlement, (iii) Dadaab refugee complex, (iv) Nairobi, and (v) urban areas outside of Nairobi, where a large share of the urban refugee population lives. In the refugee camp areas, host communities within 15km of the camp borders will be included, while for urban areas, hosts living in neighborhoods, where a large share of the urban refugee community resides will be surveyed. An area-based sampling approach will be used for host communities, requiring a household listing exercise in selected enumeration areas to draw the sample from. Refugee households will be sampled based on the UNHCRs ProGres database of registered refugees in Kenya. The panel survey will include face-to-face (F2F) and phone survey components. In each of the two years of surveying, 6,000 refugee and 3,000 host community households will be interviewed once F2F and once by phone, resulting in a total of 18,000 F2F interviews as well as 18,000 phone interviews over the course of the project. F2F and phone interviews will be implemented such that a representative sample of the refugee and host communities is surveyed every quarter or month. The survey will be designed to understand the socioeconomic characteristics of refugees and hosts over time, covering a wide range of topics. Sensitive topics, including mental health, substance abuse, and gender-based violence will also be covered and will require the implementation of appropriate safeguarding measures. While some questions will be answered by one respondent for the whole household, others will be administered to selected household members. F2F interviews will have a median duration of approximately 2.5 hours, while phone interviews will have a median duration of approximately 30 minutes. The same households will be followed over a period of two years, with a total of four interviews each. The contractor will be required to track specified individuals from sample households even if they move away from the location of the baseline survey, within Kenya or internationally. As part of the panel survey, a cohort of upper primary school students and their parents will be administered specific questionnaire modules and followed over the duration of the project. The contractor will be responsible to ensure that special protection needs of the vulnerable population are met, especially in the context of the COVID-19 pandemic. A regularly updated, written protocol for training and data collection detailing the safety and hygiene precautions planned, as appropriate given the development of the pandemic and the specific circumstances at each location will be required and needs to be adhered to. Furthermore, enumerators, including refugee and host community enumerators, will be hired locally to minimize the number of people travelling in the context of the data collection as well as movement into and out of the camps. The contractor will agree to strictly follow World Bank protocols on data confidentiality in all steps of the data collection and ensure their implementation. The interviews will be administered by computer assisted personal interviews and computer assisted telephone interviews, enabling the field teams to collect and transmit data immediately to a cloud-based server via the mobile phone network, and thus allowing near real-time tracking of the data collection. The assignment will be contracted in two phases with phase 1 covering the first year and phase 2 covering the second year. Qualification Criteria ยท 1. Provide information on their experience with large-scale longitudinal data collections including tracking, ideally in Kenya. ยท 2. Provide information on their experience with surveying vulnerable groups, such as refugees, in East Africa. ยท 3. Provide information on the technical and managerial capabilities of the firm. ยท 4.
