• Expression of Interest are invited for Procurement of Consultancy Services for Investigation on Structural Integrity and Causes of Structural Failures for Olkaria Workshop Buildings and 900 Series Water Tanks 1. Background. Kenya Electricity Generating Company PLC (KenGen) is a limited liability company, registered under the Companies Act of the laws of Kenya. The Company was incorporated in 1954 with its core business being development, management and operation of power generation plants. KenGen is listed on the Nairobi Stock Exchange with 70 percent being owned by the Government of Kenya, and 30 percent by the public. It has a total installed capacity of 1,817.82MW with power plants located in different parts of Kenya. KenGen uti­lizes various primary sources of energy to generate electricity rang­ing from hydro, geothermal, thermal, solar and wind. KenGen has entered into power plant specific Power Purchase Agreement with Kenya Power and Lighting Company Limited (Kenya Power) for the sale of electricity generated from its various power plants. The com­pany constructed 2Nos, 4.2M litres steel bolted water tanks in the year 2009 and workshop facilities in the year 2013/2015. However, there have been structural failure manifestations such as bulging of tank lower panels and widening cracks on the workshop building structural elements including but not limited to walls, roof, columns, and floors. The company wishes to investigate the causes of these structural failure and identify best solutions in solving them. 2. Objectives. To engage an eligible consultant/firm or consortium to provide an optimal, cost effective and professional service for undertaking in­vestigations on structural failures for Olkaria Workshop Buildings and 2Nos 4.2M litres 900 Series Water Tanks and recommend ap­propriate remedy to the structural problems that would ensure that the structures are safe for use. The consultant/firm or consortium shall prepare an elaborate report detailing their findings and recom­mendations. In addition to the report the consultant shall prepare and submit detailed designs, drawings and cost estimates (BOQ) for agreed recommended remedial measures. 3. Scope of Services i) Inventory and monitoring of damaged structures ii) Mapping out, monitoring and measuring movements of structural failures and cracks iii) Carry out extensive site investigation including but not lim­ited to structural, topographical, seismic and geotechnical surveys iv) Determine nature and causes of structural failures on the identified structures v) Recommend appropriate remedy to the structural failures that would ensure that the structures are safe for use vi) Prepare detailed structural designs, drawings, and cost esti­mation for agreed recommended remedial measures. The scope of this consultancy covers provision of highly qualified and experienced staff in Design, Construction, Supervision, Investi­gations, and Inspections of structures. 4. Eligibility Criteria The Expression of Interest must be accompanied by the consul­tants' qualifications, professional capabilities and details of past ex­periences related to the requested consultancy services. Interested firms should provide specific information as indicated below: 1. Name of participating firm undertaking the consulting ser­vices; including contact details of the firm; physical address, Postal address, phone number, Contact person and email ad­dresses 2. Firms that bid jointly should submit Consortium Agreement between the parties, duly certified by a law firm, with the roles of each party clearly defined. (NOTE:) i) Not more than one consortium agreement of the same firms will be accepted, and ii) all firms that bid in a consortium are required to provide subsequent information exclusive to the firm individually.) 3. Power of Attorney for Authorized Representative complete with designation and contact details (in case of a joint venture include Power of Attorney for Lead Consultant from individual consultants) 4. Litigation History certified by a law firm 5. Details of current proprietors of the firm; name(s); position(s) and contact(s) 6. Organization structure of the firm 7. Copy of Certificate of Incorporation / Registration in the coun­try of domicile 8. Copy of a valid Tax compliance certificate or its equivalent as issued in the country of domicile 9. Copy of Certificate of Registration as a consultant with rele­vant bodies. 10. List and CV of key staff relevant to the assignment and their profiles; must be composed of relevant staff with a mix of appropriate expertise. Professionals who are proposed must be registered with respective registration bodies and with a minimum of 5years experience in at least three similar proj­ects 11. Demonstrated experience in undertaking similar assignments in structural investigations, design, analysis and interpretation (at least 5 projects) in the last 15 years. The proposed firm/ consortium must demonstrate experience in; a) Structural Investigations b) Geotechnical survey c) Preparation of architectural and structural designs 12. Provide five (5) references from previous clients (mandatory), indicating scope of the project, specific roles, and value of project. 13. Provide detailed methodology to be applied in undertaking this exercise 14. Provide estimated duration of undertaking the task and pro­vide a work plan in form a Gantt chart. Notes applicable to Firms that bid as a Consortium: i) Firms that bid as a consortium to submit documents exclusive to each individual firm. Including: Litigation History; Details of current proprietors; Organization structure; Certificate of Incorporation / Registration; valid Tax compliance certificate; List & CV of key staff; Demonstrated experience in undertaking similar assignments; and References from previous clients); ii) Where firms bid in a consortium, each firm to have separate profiles with the information above adequately presented in their profiles. Do not mix information from various firms. iii) Methodology and work plan to be provided for the consor­tium 5.
