  • General Procurement Notice for Procurement of Goods (including Non-Consultancy Services), Works and the Acquisition of Consulting Service for Multinational: Program to Build Resilience for Food and Nutrition Security in the Horn of Africa-Kenya Component The project includes the following components: (i) Component 1: Strengthening the Resilience of Agro-Pastoral Production Systems. This component involves among others; (i) construction of 28 water pans, 28 boreholes, 28 shallow wells, and 28 sub-surface dams, (ii) rehabilitation of 7 small scale irrigationscheme for a total area of 800 ha, (iii) support to communities to improve management of the water and irrigation infrastructure, (iv) construction/upgrading of 21 livestock markets and associated disease surveillance activities, (v) construction of 28 establishment of 28 fodder banks (haysheds) for storage hay at the individual and community levels, (vi) rehabilitation of 7 holding grounds and quarantine stations and 7 demonstrations of range re-seeding for pasture rehabilitation for a total of 350 ha in communal grazing lands using suitable forage and browse seeds and (viii) formation and training of 35 community- based groups to venture into income generating activities (IGA) within each county.(ii) Component 2: Supporting Agribusiness Development in Pastoral Communities. This component comprise the following activities among others: (i) capacity build Agro pastoral communities on Index-based Livestock Insurance, (ii) Access and uptake of new genetics and accompanying technologies for small livestock by sustainably raising livestock productivity, (iii) technical assistance on specific themes (animal health, feeds, genetics) and increasing production of sorghum and millet for feed etc, (iv) accelerating crop campaigns to deploy sorghum, millet and other drought tolerant crops technologies to small scale farmers in partnership with the national research systems, (iii) Component 3: Strengthening the Adaptive Capacity to Climate Change. This component comprises the following activities (i) support dissemination of climate information and services, (ii) support the development of frameworks for partnership, financing, and cooperation on climate risk insurance between national and county governments, (iii) strengthening national climate monitoring and reporting systems, (iv) training and capacity building of government officials to cascade early warning systems and forecasting information to communities for pastoral livelihood security and farmer food security., (v) regional activities on hydrological modelling and web application, development and maintenance of climate climate services, (vi) strengthening and establishment of digital services for parametric/index insurance for climate risks. (iv) Component 4: Project Management and Coordination. This component will focus on both human and institutional capacity building to strengthen operational capabilities in the region. The activities will include: (i) capacity building of relevant national institutions; (ii) enhance community participation in the management of water, pasture and livestock marketing; (iii) enhance market information systems; (iv) contribute to and help in facilitating peace building and conflict management and mitigation using the strengthened national and regional institutions; and (v) mainstreaming of ESS, Gender, fragility and other cross cutting issues.
