  • Expression of Interest are invited for Private Investor in Operation & Maintenance of Isiolo Feedlot. Isiolo County is one of the ASAL counties in the Northern part of Kenya where pastoralism is the main economic activity. The County is endowed with vast livestock species namely cattle, sheep, goats and camels. Livestock production provides food security and income to the households while also providing social security and societal pride in the pastoral community. Approximately 80 per cent of the county's inhabitants derive their livelihoods from livestock enterprise, and close to 70 per cent of the rural labour force is employed in the livestock sub-sector. The subsector development agenda is in line with the vision 2030 and the Big four National government agenda. Moreover, enhancing Livestock production, value addition and improved marketing are well captured in the County integrated development plan [CIDP] and the Governors manifesto. The pastoral livestock production system faces numerous challenges such as recurrent drought, scarce water resources, degraded rangelands, livestock diseases outbreaks, influx of livestock, poor governance of rangeland resource among others. These have negatively affected the production system to the extent that it is difficult to achieve production of animals that meet safety and quality standards required for export market. In order to meet the required standards, finishing of these animals through a feedlot production system is a viable option. World Bank through KCSAP is supporting Isiolo County Government to complete the Isiolo export abattoir and Burat feedlot both located in Burat ward of Isiolo Sub-county. The facilities are located about eight kilometers from Isiolo town. The feedlot will ensure that finishing of animals is done to ensure attainment of safety and quality standards for export and local markets. The feedlot will also provide an ever ready market to the pastoralists for their cattle, to boost livestock trade, add value to the livestock products, increase income to livestock producers, create employment and earn revenue to the county Government. The County Government of Isiolo wishes to entrust the operation and management of the feedlot to a willing, competent and experienced private investor. The private investor would operate the feedlot as a business under the legally available options through a public private partnership. The Private investor shall perform the following - 1. Enter into an agreement /memorandum of understanding with the county Government of Isiolo on the term of engagement. 2. Operate and manage the feedlot as a private business venture. 3. Pay the agreed monies/fees promptly to the county Government of Isiolo for the Use of the Facility. 4. Willingly support local community in the promotion of livestock marketing and providing employment of local community especially for the labour requirement. 5. Maintain and safeguard the county investment in the feedlot during the period the investor will be at the facility. 6. Hand over the feedlot to the County Government of Isiolo in a proper working condition upon the expiry of the agreed period of engagement, The Interested investor shall fulfill the following requirement:-; 1. Demonstrate interest to invest in the feedlot. 2. Demonstrated clear understanding of the public private partnership. 3. Have at least 3yrs Experience in feedlot operation. 4. Demonstrate expertise in management of livestock production systems. 5. Demonstrate organizational set up to operate and manage the feedlot. 6. Have a Strategy on supply of livestock to the feedlot and marketing. 7. Demonstrate financial ability to support such engagement. The following certified documents must be submitted as part of the expression of interest: 1. Certificate of Incorporation/Partnership deed/business certificate. 2. Valid Tax compliance certificate. 3. A list of directors as contained in the CR12 Form or its equivalent. 4. Three referees to ascertain the investor has undertaken a similar business investment successfully. EXPECTED RESPONSE In responding to this expression of interest, your EOI MUST cover the following areas: 1. A technical proposal that portrays a clear understanding of the scope and the business model to be applied. 2. Proposed work plan of the investment 3.
